Detroit is Paying Emergency Manager Kevyn Orr a Quarter Million to File for Bankruptcy

The surprise is not that Detroit is filing for bankruptcy. The road signs have been pointing toward this conclusion at least since Emergency Manager Kevyn Orr took the job – and the leash – offered to him by Gov. Rick Snyder.

Strike that.





Detroit has been headed toward bankruptcy for years, because Detroit’s accounts have been screwed for years. Management of Detroit’s finances has been the equivalent of a shell game for quite some time, so those who say that the bill has come due are correct on that point. I am 100 percent opposed to Orr’s appointment, and I will never stop saying that his presence here is illegitimate. Gov. Snyder’s decision to disregard the will of his own voters and force them to accept an EM was nothing short of criminal.

But it would be a lie to say that Orr is responsible for the bankruptcy. As a matter of fact, I suspect the only reason he didn’t move to file on his first day behind the desk was because he had to at least appear to be trying alternative strategies. Strategies like offering to take Detroit’s creditors on a bus ride through the Detroit ghettoes so they could see firsthand how bad things are here. And then, after a good cry, find it within their hearts to forgive all debts because surely no creditor would have the heart to collect on a debt after seeing that the debtor is having a hard time, right?

Yeah. Strategies like that. Well thought-out strategies. Brilliant strategies. Strategies that make it so wonderfully clear why Michigan is paying this man Orr his $275,000 salary; to offer bus rides to creditors. And then, when the creditors decide they’d rather not take the ride because they don’t want their pictures taken and because they would have to sign a form that basically lets the city off the hook in case they get shot or killed or whatever (because, after all, they were going to the ghetto and chances are they would indeed stand out just a tad), then Orr moves forward on what was most likely the plan all along.

Funny thing is, we really didn’t need to pay Orr all this money to file bankruptcy. I’m pretty sure that’s a course of action our own elected leaders could have figured out how to do on their own. And once the bankruptcy is in place, once again, why exactly do we need Orr? Because we’re the biggest municipality to file bankruptcy means we need an emergency manager to make sure everything goes OK?

From the Detroit Free Press:


If the judge authorizes the city to move forward with a Chapter 9 bankruptcy case, Orr would propose a plan of reorganization. This could take weeks, months or years. Bankruptcy court allows the city to restructure its operations and its balance sheet. This could involve budget cuts, layoffs, consolidation, the sale of assets, slashing union contracts, selling assets and dramatically reducing city debts, including outstanding bonds.
 The city will attempt to win support for the reorganization plan from creditors, including secured bondholders, general obligation bondholders, unions and pension boards. If the city wins enough support, the plan would be put to a vote — and with enough support, the city could emerge from bankruptcy. Without enough support, the judge could tell the city it must continue to negotiate with creditors.



In other words, we might not even be approved for bankruptcy, which means we’d be back to square one. And since a sizable number of creditors have already signaled they don’t exactly plan to swallow the numbers that Orr  has been trying to feed them then it’s all but a certainty they’re gonna take this fight to the mat. Maybe they’ll prevail, maybe they won’t, but didn’t I tell you this was gonna get real ugly?

Maybe it’s just me, but I thought Orr’s purpose was to be our salvation. To save us from ourselves. To make a way out of no way. For a quarter million dollar salary I damned sure expected more than this, even if he did sign on to assist Gov. Snyder in stealing democracy from his own citizens. You mean to tell me there isn’t even honor among thieves anymore?

In a tweet today, Orr said, “We’re changing the culture of entitlement here in Detroit, Michigan.”

By filing for bankruptcy? Really?

No, Kevyn. Last I heard, we’re still entitled to a democracy. That’s the thing about theft; the rightful owner doesn’t mind putting up a fight to get back what’s rightfully his.

A peek at menu for CMS, CPCC bonds

A November referendum on bonds for Charlotte-Mecklenburg Schools and Central Piedmont Community College won't be locked in until August, but county commissioners' approval of a capital plan last week makes it a pretty sure thing.CMS and CPCC leaders are talking about the best way to present their needs and plans, while the folks at the Charlotte Chamber of Commerce are kicking around strategies and names for a bond campaign. Publicly-funded bodies can't spend money to influence an election, so there's always a careful line between the public  "bond information" campaigns and the privately-funded "vote yes" push.Mecklenburg County' five-year capital plan will provide $290 million for CMS and $210 million for CPCC, says county Finance Director Dena Diorio. Here's how projects break down under that plan:In 2014-15, the county would provide money to finish the last of the CMS 2007 bond projects: A new school to relieve crowding at Highland Creek Elementary and renovations to Hawthorne High.  Other 2014-15 projects would be:*Work at Alexander Middle in Huntersville, Myers Park High, Olympic High and Statesville Road Elementary (see details of CMS projects here).*Reopening Oakhurst and Starmount as elementary schools.* Construction of a new preK-8 school in west Charlotte, a new K-8 language immersion school in east Charlotte and a replacement for Nations Ford Elementary on the campus of Waddell Language Academy.* Buying land for a new K-8 magnet in the Ballantyne area and an expansion of Northridge Middle School.* For CPCC, doing work on the Giles Science Building and Cato Campus,  plus buying land for projects at the Levine,  Central and Merancas campuses.In 2015-16,  CMS would get money for projects at East Mecklenburg and South Mecklenburg high schools and Northwest School of the Arts.  CPCC would launch projects at the Levine and Harper campuses.In 2016-17,  CMS would launch work at Northridge, Selwyn Elementary and five preK-8 schools,  while CPCC would get money for a Central Campus project and Terrell renovation/expansion.In 2017-18,  CMS would build the new Ballantyne-area K-8 magnet, convert Davidson Elementary to a K-8 school and do career-technology improvements at Garinger, Independence, West Mecklenburg and North Mecklenburg high schools.  CPCC would get money for a Hendrick Automotive expansion,  renovation/expansion to the Advanced Technology Center and the Merancas Campus project.

Party Games for Teenagers (Large Groups)

? ? Are your sure you really want to do this? ? ? Getting people of the world to have fun togetherDramatized Chinese WhispersSeveral people are taken out of the room. One is returned and while the others are entertained by an assistant is told to mime one of the following (or one of your own ideas)• Changing the nappies of twins• Bathing an elephantBefore they start, a second person is brought into the room and told to watch. When the first demonstration has been completed, the first person is allowed to retake their place and the second is told that they have to do what they have just seen. Again, before they start, the third person is brought in to see the demonstration. The games ends when the last person has done the mime, and is asked what they have just done.NOT Dramatized Chinese WhispersThis is a vindictive version of Dramatized Chinese Whispers. One person is taken out of the room and told to mime a duck landing on a frozen lake! Meanwhile, an assistant is telling the remainder of the party guests what they are about to see, and to guess anything else (to encourage the person to continue their mime). The victim is brought back to do their mime. When they have finished, the organizer gets everyone to 'guess' the right answer in unison. It may be appropriate to congratulate the victim with the words. "Well Done ... You certainly have been."Musical ChairsThe old favourite. With one fewer chairs than people, a short snippet of music is played while the people move around the room. When the music stops everyone tries to sit on a vacant chair. (Only ONE person per chair) The person who doesn't find a chair is out. One chair is taken away and the game continues until only one person (The Winner) is left.Horses and RidersLike Musical Chairs, but the young gentlemen are the horses and the young ladies are the riders. There is one fewer gentlemen than ladies. When the music stops, the ladies have to climb on the backs of the gentlemen. Again, the winners are the last complete couple.Guess the PictureA Good game to get people talking together at the start of the partyCollect a set of pictures of your town / locality / personalities etc. and display them on the wall with a number. The guests have to identify them and write the name on a sheet of paper. The winner is the one with the highest score.StationsEveryone stands a circle (except one who is standing in the middle) and has been told to remember a different station name. The person in the middle calls out two names. The stations have to change places quickly, before the person in the middle can get to one of the empty spaces. Who ever is left without a place is the person in the middle for the next game.Who am IA Good game to get people talking together at the start of the party As they arrive each person has a piece of paper pinned to their back. The paper contains the name of a famous person. By asking questions which can only be answered with "Yes" or "No" such as "Am I still alive?", "Am I fictional?", etc. the person has to guess their name. Successful guessers may have another go.BigamyOne Gentleman takes three chairs arranges them in a large circle, along with all the other men. Each gentleman then collects two ladies and seats them in his chairs, one on his right side, and the other on his left. One lady is then removed. from the circle. The gentleman who now only has one wife, must now go steal one from another by winking, waving etc. But without letting her gentleman know. She must then dash to the empty ladies' chair and the gentleman return to his own place. If she makes it half way across the room before the previous gentleman stands up and catches up with her, she takes her place with her new gentleman, and her previous one now has to replace the missing wife.SoldiersTake all the girls out of the room and tell them that the room has a line of soldiers who are willing to demonstrate their skills of quick and slow firing. Tell the boys to form a line (shoulder to shoulder) away from the door. (Optionally turn the lights down or out.) In turn, each girl is asked if she would like the demonstration of quick or slow firing. Having answered, the door is opened and she is pushed into the room, and her answer is shouted to the boys. If she opted for quick firing, the boys give her a quick kiss before pushing her onto the next in line, as quicklty as possible. Slow firing allows the boys a longer kiss.Pass the OrangeArrange for teams of about 8 to stand in a line, one behind the other (arranged boy, girl, boy,...). Give each team an orange which the first person should tuck under his chin. This should be passed to the person behind. When the orange gets to the last person, they come to the front of the line and start again. The winnnig team is the first one which gets their starting person to the front again.Pass the KeyYou need two similar sized Very Large Keys (about 6 inches long), each tied to the end of a long length (60 feet or more) coarse string. The keys and string should have spent a few hours in the freezer immediately before being brought out. Line up two teams of about eight to ten. The key must be passed down trousers and dresses and skirts and the string will show the route followed. The winning team is the first to get everyone 'threaded" together.Pass the BalloonThis is like Pass the Orange, but use a balloon held between the kneesPass the AnythingArrange teams of players in lines and give the first person on each line a object to be passed in a given fashion. Suggestions include:-• A stick of spaghetti. to be held in the mouth. (A variation is to break off a piece as you pass it.)• A credit card to be sucked to your lips.• A coin to be held between the first person's nose, and the next person's nose, while they walk around the back of the line and back to the front again. The first person goes to the back of the line, and the game continues, with a new 'next person'.Pass the scissorsAll players sit in a circle, and one is given a pair of scisors. In turn, the scisors are passed around the circle, from one player to the next. As a player passes the scissors to the next person they say either "CROSSED" or "UNCROSSED", and will be told if they are right or wrong. The object is to try and find out what the rule is. It is interesting at the start if the person knows the rule, and makes a great play of turning the scisors around and opening and closing them. The game continues untill all have solved the mystery, or you take pity on the remainder. The rule has nothing to do with the scissors. IT'S WHETHER YOU HAVE YOUR LEGS CROSSED!Guest at the PartyThree people are taken out of the room and each is given a card describing a person (or personality or characteristic). A fourth person is nominated as "Host". One by one, the three guests enter the room portraying what is written on their card. The Host has to guess what was written on the card. The guests do not have to wait until the previous one has been identified before entering. Ideas include:-• An Astronaut• James Pond (Spoof Secret Agent)• A Blue Peter Presenter• Harvey Smith (Show Jumper)• Dipsey (one of the Teletubbies)• A policeman going to the ballI Have Never Each person receives several counters (toothpicks, pennies, etc.) and sits in a circle.Then take turns around the circle. Each person tells of something they have never done (example: I have never broken a bone or I have never traveled out of the country). Anyone who has done this must give the speaker one of their toothpicks or pennies. After going around the circle several times, the person with the most tokens wins.Candles and Water PistolsTwo (or more players, if you dare) are given a lighted candle (secured to a plate) and a loaded water pistol. The winner is the last to still have a lighted candle. Players are not allowed to deliberately use their bodies, or anything else to shield their candle.MummiesSplit the patry goers into teams of three and give each team a toilet roll. Two persons then wrap the third in the toilet roll so that they look like an Egyptian Mummy. The winning team is the one who in a set time (say 2 minutes) have the neatest and most covered Mummy.Fashion DesignerThis is like "Mummies" but instead of having toilet paper and having to wrap the 'victim' to look like a mummy, you give each team part of a (not ready pasted) wall-paper roll, and 12 safety pins and they have to make an 'outfit', in say 5 minutes. If you wish, you may specify "A dress", "Jacket and trousers", etc. (The paper may be pinned on the person's normal clothes, rather than having to make the 'outfit' and then they have to put it on.)The PhotographerAn equal number of boys and girls are taken out of the room, andn the one couple are brought back as to be posed for a 'really romantic' wedding photograph, so bring in a boy from outside to arrange them in the pose of his choice. When he has finished, he is told that he must now take the place of the boy in the pose! (If you have a camera, now is the time to use it.) Now it is the turn of the next girl to come in and arrange the couple, and so the game go on until everyong is back in.Honey, if you love me smileHave all players except for one sit in a circle facing each other. The one who is not in the circle faces a player of the opposite sex and requests "Honey, if you love me smile." Aside from tickling, the player may do anything to make the person smile. After a while the chosen partner must reply "Honey, I love you but I just can't smile" without smiling.If the player chosen partner smiles while saying this, then they must give their place, and it becomes their turn to choose a partner.Scavenger HuntThis is very popular among large groups of teenagers. Make a list of 30-35 everyday items (ie.toilet paper roll, red piece of string, rubberband, chewed piece of gum,etc.) and sent two teams on a mission to find these items on thier list. They have one hour to find these and the winning team is the one that is back first with EVERYTHING ON THEIR LIST!!!Doughnuts and ToothpicksEveryone stands in a line with toothpicks in there mouth the first person puts a ring doughnut on the toothpick then they have to pass it on to the other players toothpick without making it fall. If it falls on your turn the person before you wins.A variation is to make several teams each stand in line and the doughnut is passed from the front to the back. When it gets to the back, the person has to run / walk / stroll to the front and start again. If it falls, it has to be passed to the front person and start again down the line. The winning team is the first to have had everyone start at the front.Whistling CrackersYou give every child 3 soda crackers. When you say "GO" every child puts all the crackers at once in his/her mouth. The first one to whistle wins. (You can also substitute the soda crackers with peanut butter but make sure there are no Allergies).Can You GuessPut several small items into a brown paper bag. Blindfold one person and hand them one of the items in the bag. Give them a few seconds to guess what the item is. If they are unsuccessful they are out. The last one wins.Ducky DuckyEveryone sits in a circle except one who is given a pillow and blind-fold. They then go and place the pillow on a persons lap, sit on it and say ducky ducky. The person should say"quack quack" this can be done only 3 times. If the blind person guesses the name the person, they should now be given the blind fold and the game run over again - after everyone has changed their places.

Student arrested for posing by Russian World War Two memorial with an inflatable sex doll

A university student has been jailed in Russia for posing for a photograph in front of a Second World War memorial - arm in arm with a blow-up sex doll.

Anastasia Polnikova, 23, was charged with hooliganism after she and three friends took the inflatable sex aid to the memorial near the Federal University in Stavropol, Russia.

Wearing WWII head gear and waving a Russian flag, the drunk students borrowed the doll from a friend and walked through the park to take the pictures before posting them on the internet.

Detectives are hunting Miss Polnikova's three unnamed friends who went on the run after police issued arrest warrants for them all.

Hooliganism? Police posted this image of Anastasia Polnikova, 23, far left, locked up after she was arrested to warn others against the consequences of copying their stunt. Arrest warrants for the other three have since been issued

Stavropol's Ministry of Internal Affairs spokesman Eugene Nuykin said: 'The identities of all the people who appeared in this photo are known to us and they will all be punished.

Police have also now posted their own image of Miss Polnikova behind bars to warn others against the consequences of copying their stunt.

She and three pals had posed drunkenly in front of a tank with the blow up sex doll at the memorial to the Great Patriotic War, Russia's name for WWII.

Toying with the law: Wearing WWII head gear the drunk students borrowed the sex doll from a friend and walked through the park to take the pics at the memorial near the Federal University in Stavropol, Russia

'Although their actions do not constitute vandalism as they didn't damage anything, they will be prosecuted for hooliganism.'

He added that one of the male students in the photograph had fled the region, 'but we know where he lives' and that the owner of the sex doll had also being identified.

The university confirmed that all four students in the picture as well as the photographer had been expelled.

Teaser Trailer and Poster for [REC] 4: APOCALYPSE

The first teaser trailer and poster for the Spanish horror "[REC] 4: Apocalypse" have been released. For now the teaser trailer only recaps the events of the first REC film, because this fourth installment will continue the story of television reporter Angela Vidal from the original, who survived the evil infestation and is now taken to a high-security quarantine facility, which according to the synopsis will be an old oil tanker, miles off shore and surrounded by water on all sides. I'm not a fan of this franchise, although I enjoyed the first two films. I thought part 3, "Genesis", was awful, so a return to the original storyline could be the right thing to do for this franchise. Two for Thursday, 4/18/13

Bryan Estepa-Heart vs Mind. Aussie Bryan Estepa has become one of the more consistent power pop artists on the globe today, not unlike his compatriot and sometime collaborator Michael Carpenter. And like Carpenter, Estepa's brand of pop has a subtle country-rock influence underpinning its sweet melodies and catchy tunes. On Heart vs Mind, Estepa's fourth album, he delivers a somewhat more laid-back sound than before, evident from the start with "(If You Follow) We Might Just Get Near", a track that would have sounded at home in the early 70s alongside Bread and Poco. "Seachange", the first single (or promoted track) from the album, is another mellow gem with an easy melody. The guitars get louder on "Them Fighting Words", "In a Minute" is first class uptempo pop, and "Nothing at All" is an exquisitely-crafted ballad. If you enjoyed Estepa's previous albums, this one's a must, and if you're new to him this ain't a bad place to start.CD Baby | iTunesChase Hamblin & The Roustabouts-VAUdeVILLE. Chase Hamblin's debut EP was a slice of trippy, baroque pop so it's no surprise that his debut full-length with backup band The Roustabouts is a full-on evocation of Vaudeville as its title indicates, complete with intermissions and reprises. But for one like me whose view of concept albums is that having 8-12 good songs is the only concept I care about, the burning question here is are the songs any good? Fortunately the answer is "yes". "Can You See the Beast?" is a rollicking opener that sets the tone, "Beautiful Things" is top-notch Apples in Stereo-styled pop with playful keyboards, "Quiet Life" sports a bit of honky tonk, and "I've Got a Brain" is playful pop that recalls The Format.
