    St. Lawrence County's emergency response coordinator may be at a fire scene, but he is thinking campaign for Congress.....Joe Gilbert posted this puppy rescue photo on his campaign Facebook page.       Mr. Gilbert is a Republican seeking his party's nomination for Congress in NY21. His full time job with the County is an appointed position in a county government dominated by Democrats.
